  • Settlement of unsettled erstwhile Bhoodan/Gramdan Lands

    Service Guidelines

    Lands previously donated under the Bhoodan and Gramdan movements, now vested with the state, are being officially recorded in the land records. Eligible individuals who were granted these lands can now apply for formal settlement, converting them into fully recognised, transferable land holdings under current land regulations. This service aims to integrate these lands into mainstream land ownership, ensuring they become legally transact-able for future use.

    Documents Required

    1. Any other document showing possession on Bhoodan/Gramdan Land

    2. Allocation certificate issued by the erstwhile Assam state Bhoodan Gramdan Board/Gram Sabha

    3. Last rent/fee paying receipt to the erstwhile Assam state Bhoodan Gramdan Board/Gram Sabha

  • Service Guidelines

    Conferring ownership rights to Occupancy Tenants will be granted in accordance with the Assam (Temporary Settled Areas) Tenancy Act, 1971, where an occupancy tenant can apply for acquiring ownership rights

    This service allows landholders to apply for the reclassification of their land when its usage changes. For instance, if agricultural land is converted to non-agricultural purposes—such as residential, commercial, or industrial use—landholders can initiate a reclassification process to align the land's designation with its actual use. This ensures compliance with land use regulations and enables landholders to engage in legal transactions related to their property.

    Documents Required

    1. Up to date Land Revenue Paid Receipt.
    2. Document showing justification as mentioned in section 4 of the Act for intended reclassification or reclassification -cum-transfer (wherever applicable).
    3. Affidavit to the effect that the proposed land for reclassification or reclassification- cum-transfer shall be put to the permitted non-agricultural purpose within the stipulated period..
    4. Photograph of buyer and seller (wherever applicable).
    5. Declaration of consideration. In case of Flat area and apportionment of Land.
    6. Citizenship of purchaser (Certified copy of voter list/passport etc.) (wherever applicable).
    7. Affidavit of buyer and seller or Power of Attorney Holder (wherever applicable).
    8. Photo ID of buyer and seller (wherever applicable).
    9. Power of Attorney copy if the seller is an Attorney Holder (wherever applicable).
    10. Pattadar to submit affidavit in favour of PoA Holder (wherever applicable).
    11. GMC/GMDA/Municipality/Town Committee receipt/occupancy certificate in case of flat.

  • Service Guidelines

    Through this service, Annual patta landholders, whose land rights are limited to yearly leases, can now convert their land into Periodic Patta by paying a rationalised premium. This conversion grants them long-term ownership rights, making the land eligible for transactions and transfers.

    Tea estate land, originally granted for tea cultivation, has often been sold and repurposed for residential or commercial uses. This service allows for the legal conversion of such Tea Grant or Tea Patta land into Myadi Patta by reclassifying the land based on its current use, subject to payment of applicable premiums.

    This service enables Organisations and Institutions, such as government bodies, educational, religious, and socio-cultural institutions, to apply for land allotment or settlement. These entities, recognised as having separate legal status, can acquire land for infrastructure projects, public purposes, or community needs. The service has provisions for religious sites and public spaces as well.

    This service aims to grant conclusive land rights in villages covered under the SVAMITVA scheme, i.e un-surveyed Non-Cadastral (NC) villages. The endeavour is to provide legal property ownership and records to landholders, ensuring accurate land mapping and title deeds for NC village residents. This process is key to achieving NC Village Free Assam by integrating these un-surveyed lands into formal land records, thereby improving governance and reducing land disputes.

    Service Guidelines

    The government Khas and Ceiling Surplus land in occupation of indigenous landless people will be settled for homestead and ordinary purpose in accordance with the Land Policy 2019 as amended.

    Settlement of government land under this service to small tea growers/ other special cultivators viz. rubber, coffee. As per Land Policy 2019 as amended, small growers of special cultivation to be provided with 30 bighas of land and in case of additional settlement of land, it will not exceed 75 bighas in aggregate after realization of premium.

    If any AP land is transferred, then a proceeding for non-renewal of the Annual Patta shall be initiated and the Annual Patta will be cancelled making the land Government land. Once the AP land is made government, the land will be disposed or settled with eligible occupiers in the manner prescribed in Land Policy, 2019 as amended.

    Mutation means registration of the name of a person in the Record of Right i.e. the Jamabandi. The ownership is transferred from the recorded land owner to the legal heir through inheritance. The mutation by right of inheritance shall follow the provision under Sec 53 A (1), ALRR, 1886. No user fees for the service.

    Conversion is the process through which status of any land settled for one year (Annual Patta) is changed to longer tenure.
